Small patch for the recent update, fixes some bugs that have just been discovered recently.

-Fixed perk upgrade system not working in Chasm Passage 
-Rebalanced Cleaver
-Rebalanced the Lurker Bossfight
-Fixed a softlock in Underhang
-Fixed global variables not functioning properly
-Fixed character encounters happening more than once
